Captain Mark Horn is an offshore tuna and bass captain based out of Barnegat Light, New Jersey, and the operator of On Top Sportfishing. He runs a 30’ Contender, a proven offshore platform built for serious fishing in Northeast waters. Mark’s entire career has been shaped by time offshore — long days, hard conditions, and learning what actually works when you’re far from the inlet.
